It's GMT +2, so 20:59 - 2 = 18:59 18:59 is before 20:00 so he wins, someone corret me if I'm wrong

As a suggestion: I would find it better if we would hold auctions with like "highest bid in 24hrs wins", that way you avoid someone being left out because he had to hug his stepmother or simply is living in a different timezone- It could make the seller wait a bit longer for the sale but I think it's worth it
EDIT: if you don't want to sell something too cheap as not all interetsed players may have seen it, you can also go with ""highest bid wins if submitted after DD.MM.YY 8pm GMT, or, after that, no higher bid was submitted within 24hrs"
