Psv the item is good but its not the be all and end all for me, I did play a tactic because its the only way I could outbid you, although if I had max gp on a toon I would have fought til the death haha.
However what I'm getting at here is, if you want the item you can have it for 26 mill if findel agrees. Like I said, I do like the item and it would suit a couple of my builds but I don't play as much as I'd like to anymore so you will probably get better use for it.
